Fix the video camera and move slowly, or move very quickly.

Techniques

Basically BaltanTV is not so different from StreakTV. StreakTV stores last 32 frames to a time-buffer and compose 8 frames from them. BaltanTV stores last 32 frames to a time-buffer and compose 4 frames from them, this is same to StreakTV. But, BaltanTV stores the composed frame (output image) to the head of the time-buffer. This means that old frames remain in the time-buffer faintly, while StreakTV disposes older frames than 32 frames.

Alien Baltan, known as "Space ninja", is one of the monsters of the famous Japanese TV series "Ultra-man". He can divide himself to two bodies, and this effect is used at that scene.
